When someone asks "where did matter and energy come from", it counts as a scientific question. But does it also count as philosophical ?

the answer does not fit the rules of science as outlined by Galileo.
The question works backwards. ie we start by imagining what might be possible then try to find some evidence to fit that. In other words it is far closer to philosophy than to science.
