Should testing servers go down for maintenance?

I have a web developer working on my site and he said I'll experience the test server down for the next 24-36 hours for maintenance. I'm wondering if this is this actual maintenance or did he turn it off for some reason. In all the years I've had developers using test servers to work on my site, I have not once had this happen.

    Yes, he is doing it properly.

    For proper maintenance, the server has to go down so that it can be run and tested properly.

    To give you an example Playstation (PSN) do exactly the same thing. When maintenance is required, they take their servers down. They have a large team working to do it quickly, so the disruption doesn't last long, but if yours is saying it'll take 24-36 hours, I'm guessing they're working with a much smaller team, but it is normal if doing it properly.

    Without knowing more specifics about your setup or these test servers, it seems reasonable for the server to go down for a day or so for maintenance so they can do things like upgrades and updates.
