    911 is for extreme emergencies only.

    depends why your calling them. if you are calling them as a prank call or for no purposes then its not ok as there are many people who are in danger or are in a crisis and are distracting them from their job. Also the operators get very annoyed

    It depends if it's for a serious reason, or not! If you call it just because of you lost your canary, so it is not OK.... See?
