Tough call. I would say the government because there isn't an alternative. You could always ignore Yahoo.

Ask for your money back.
Oh right, you've never paid a dime for Yahoo, but still want them to kiss your butt for page clicks.
Given the deregulation, I suggest you get used to this. The idea that advertising will pay for free content is likely a doomed one.
