I've heard many different answers to this- imo, they're reptiles. Again,imo, all reptiles have "scales". I mean, turtle don't have scales, but they kinda do. But if its smooth skinned, then its an amphibian.

Reptiles. Haven't you seen the movie "Over the Hedge"? One of the running gags is the turtle getting annoyed at all the "people" referring to him as an amphibian, rather than a reptile.

They are reptiles.
Amphibians are a class of animals that change form as they mature. Example, frogs start as tadpoles and eventually change into frogs. Toads, salamanders and newts are all amphibians.
Turtles and tortoises are both reptiles.

Turtles are amphibians and native habitat is near/in water. Tortoise on the other hand are land dwelling reptiles, even found in deserts with water scarce.

I do not know what country you are in, so I assume the US because most americans do not know the difference between a turtle and a tortoise.
A turtle is an amphibian that swims in water but breathes air and can survive on land for a short time.
A tortoise lives only on land and is a reptile.
