Pokemon Go: At what level should I start evolving Pokemon and hatching 10k eggs?
I've read that you shouldn't bother evolving Pokemon you catch at the "lower levels," because when you're a "higher level," you'll catch Pokemon that are stronger to begin with. I.e., it's a waste of stardust and candy to evolve/power up Pokemon at the beginning because the Pokemon you catch later will be at a much higher starting point.
I've also read that you should wait to hatch your 10k eggs until you're a "higher level," because you can get really good Pokemon from them, but only if you're at a high level.
So what is considered the cutoff point for these "higher levels" at which it's worth it to start evolving Pokemon and hatching 10k eggs? I know I'm getting into the Pokemon Go game a bit late, but I'm having a blast with it so far! Thanks! :)

If you find a perfect iv rare pokemon I would evolve it and see if it's worth keeping. If the end evolution has the best offensive and/or defensive move sets I would consider powering it up. Lets say you caught a level 1 perfect iv squirtle. You evolve it all the way to a blastoise and it has the moves water gun and hydropump. I would keep him because he has the best offensive moveset. As for powering him that's where it takes some consideration. It's going to take a lot of candies and stardust to get him to level 40 but when he's 40 he's the best blastoise that you can get. The other option is to keep him around until you can catch a blastoise with the same moves with at least 80% iv then I would keep the lower iv one. At level 30+, when you gym battle it's very important to have Pokémon with the best moves because in gym battles the ai does the same thing in every battle. It has 2 quick attacks at the beginning so you hit, dodge, hit, dodge, attack 1-4 times (depending on how fast the move is. Volt switch is slow so it's attack, dodge. Thunder shock is fast so attack x 3, dodge.).
The highest level pokemon you can catch in the wild is level 30 so when you're level 30 you'll see more high cp pokemon. All level 30 and above players will catch identical Pokémon.
Your Pokémon that you get from eggs are predetermined at the time that you get the egg. If the pokestop says you're going to get a pineco then that's what you're going to hatch whether you're level 10 or level 40. It's not to change into a mareep just because you waited until you're level 40. The Pokémon level isn't going to change either.
