Well, you can't just walk up to a woman and say something about her hair, so you have to awkwardly crab-walk up to her and tap her on the shoulder. After she acknowledges you, you need to stare blankly at her for 20-25 seconds before grabbing a handful of her hair and saying "nice". Then just walk away.

Simply say, "Cool hair." or "Nice hair." Try to keep it around three words so the girl doesn't think too much into it...unless of course you want her to.
