What does this mean?
This guy has been staring at me really obviously in the halls, smiles at me, checks me out, and his friends stare at me so I requested him on Instagram and he denied... nothing has changed since he denied he still stares at me and smiles and stuff but why did he deny?!? Could he like me even though he denied, and if he doesn't why does he keep staring at me?

He's probably just messing about or he could be shy. I'd say go and ask him in person why he keeps looking and why he denied your request. Maybe he's just not ready. Talk to him. If he doesn't like you back then there are plenty of fish in the sea.
