Birth control pills are too weak.

Either way, it won't work. Birth control are just supposed to help make it so you don't have a child. Also, no matter how many surgeries you get and hormonal supplements you take, you'll never be able to completely change sex.

Birth control pills have very, very small amounts of hormones in them. In fact, some don't have estrogen in them at all. As a result taking them for transitional purposes would be a complete waste of time and money. You need a full therapeutic dose to make physical progress.
