And currently reading as 1.4gb usable ram ?

If your laptop is seeing the ram but it's not usable what you need is to go on the internet to the computer manufacturers website.
And download and install the most recent
Bios!
Most computers do have a bios update some don't because the want to force you to buy a new one.
But that is your issue once you download the latest bios your computer will use the ram you have installed provided you have a 64 bit install
