Nails won't dry?

I painted my nails with several different brands and colors because I don't have all the same brand but now the top layer of Sally Hansen Hard As Nails won't dry. I layered green then blue then gold then purple to get a peacock feather look but it won't dry and I'm wanting to prove I am capable of doing my nails without screwing up. I can't go to bed until it dries but it's been 30 minutes and it's still squishy like playdoh. If I go to bed they'll smear and get wrecked. I've tried cold water... if won't work. Should I put the clear nail laquer on anyways?

    You arent letting the previous coats dry properly

    so the top layer is keeping them from hardening properly

    Keep your nail varnish in the fridge, all the time

    only take out to use, and replace, even between coats

    you will get sleek polished nails, every time

    but you do need to allow them to harden off properly between coats, you arent doing that

    You didn't let each layer of coating dry completely before you apply another. By putting more layer on un-dried layer, that will just make the nail polish become squishy and easily breakable. That's what exactly happened to your playdo like nail.

    Here's a cheating you can do with less layers. Put 1 layer of nail polish, wait a minute then apply thin layer of top coat. This way even the bottom one isn't dry, since the top coat dries faster than the bottom one, you can get dry nail polish done faster.
