Why the "System Reserved" disk is not responding for defragmentation?

From what I've read online, "System Reserved" is the Windows boot partition and should be left alone. Others have asked this same question online. My Windows 7 System Reserved shows 14%.

Don't mess with your system reserved partition don t mess with it! It's a mbr and the boot manager don't mess with it!
It doesn't need defragmentation! Mess with it and the computer won't start

It's a page file, and it's reserved for cache, which is constantly alternating, so it's untouchable unless you delete it.
