    Non-diesel or electrics with soft tires and designed for aerodynamic efficiency.

    At 50 MPH, MOST of the noise from a vehicle with a LEGAL exhaust system comes from the tires. Of course, a vehicle with NO exhaust system (100% electric) makes less noise than a vehicle with an internal combustion engine.

    Toyota Prius. When running on battery power, it makes almost no noise.
