How to SAFELY pack makeup?

So, in August I will be traveling from Dubai to Canada to study in university, and I love makeup. I have a decent collection of expensive (read: ABH, Jeffree Star, Too Faced, etc) palettes and highlighters that are pressed powder. My problem is: how do I safely transport it without it breaking? Do I put it in luggage? Do I put it in carry on (risky because what if it gets confiscated?)? Do I put it in a box and **** it?

I'm really worried about breaking it and am willing to go the extra mile to protect my babies.

    I've traveled with makeup pallets and I usually wrap them in a t shirt or something and center them with all my stuff in the luggage. I've never had any of them break like that

    Make-up has a shelf life of 6 months.

    I think it's past time to throw out most of your make-up out.
