Do I have recourse? Thats offer and acceptance. Isnt that a binding contract? He is operating under an LLC.
Its not enough to hire a lawyer over and Small Claims judgements are hard to collect but would complaining to the Secretary of State do any good?

You take him to small claims court and sue, as if you have a signed contract then that is legal and he needs to honour it

Nope...this is not a criminal matter, this is a civil matter. As such, you could pursue a court action to force performance, but if the offer came through the LLC, his easy solution would be to have the LLC file bankruptcy which would basically void the contract...and if you made any changes to the offer, then your acceptance actually becomes a counter offer and there is no contract.
