Why do liberals live in absolute fear of funding the military and reducing useless government programs?

They believe in the fantasy that Islam is the religion of peace because that's what the news tells them so to them a military is pointless. Also, most of them suck from the government teat so to them there's no such thing as a useless government program.

We owe other countries so much money. They think it is the wrong approach to save money. Either way other countries are buying up America's land, Debt, Companies like there is no tomorrow

Not "fear". In any case, the government programs you want to cut are not "useless", and the amount of money spent on the military is ridiculous for today's circumstances.
