My 150cc Chinese scooter is making a buzzing noise when trying to start it.?

The battery voltage reads normal on the meter. Once in a while im able to get the bike to start. Is the starter motor bad? I took it apart it had some oil inside it and cleaned it out. This issue started after the bike was knocked over on the cvt side by strong winds last week. Or is the relay bad? The battery was not in the bike when it fell over.

Update:

WRG for your information this bike has about 20k miles on it so don't tell me i'm lucky it runs at all. The engines are great on these bikes the problem is the cheap parts.

Update 2:

Thanks to the actual ones who tried to help me. The issue was the starter switch. I opened it and cleaned it up now it works perfect. I also have a video where i show a way to bypass the relay in case it goes bad check it out.

    It is a Chinese scooter. You are lucky it runs at all.

    I'd jump the battery to make sure you're getting enough power to the starter motor. Just because you have 12 volts doesn't mean there is enough amps.

    It sounds as if the starter is just spinning and not engaging with the ring connected to the crank. Take the starter off and investigate the cause.

    It is chinese, it needs a good kick to start it
