Can I use 25 mm tires on my 28 mm rims?
I have 26" x 1 1/8" rims (roughly ETRTO 28-559, a little unusual, I know) and my Gatorskins are starting to fray on the sides. I was recommended Schwalbe Marathon tires (road bike in Chicago, a lot of potholes and debris on the roadsides) so I was looking at the Marathon plus, but they only have 25-559. Would these fit my rims without any problems? Alternately, are the Schwalbe Durano DD tires as good for puncture defense? Thanks for any thoughts.

Rims are not dedicated to a specific tire width. In your situation, I would use the widest tires possible. Not only will they be more resistant to pinch flats, if you ride on poor road surfaces they will actually roll with less resistance. Schwalbe Marathons are available in a range of widths, you just have to look elsewhere to find them. A 25mm wide tire will have a brutally harsh ride with a 26" wheel

You could, but I wouldn't , I would go with wider tires, always the best on poor road surfaces.

It is very rare to run a tire that's narrower than the rim. I'm assuming it'll be rideable, but not much more than that. On rough roads you'd want to go wide, for both comfort and equipment survival.
