Are you are referring to an employee being sent home because of lack of work, be it for a day or laid off? Either way who do you suggest should relieve the anxious and unfairness? The individual should search for

another job immediately as it's their responsibility to support their family.

Personally I think there are enough social programs, unemployment, food stamps, welfare, etc to aid those in need to get over their anxiousness without adding another place at the trough for a handout.
