Contact your local housing office and they will liaise with other councils to get an occupant.
A 1 bed flat isnt going to be particularly suitable for a family is it?

That's nice; but also pretty unhelpful. They're unlikely to want to move to Yorkshire, away from schools, family and community

Great thought but how could they afford to get there, and I'm sure some of these people have jobs and school.
