Why do Surf Lifesavers have to swim very well?

So they can actually be able to save people who are drowning. They usually have to swim to the victim, and then swim back with the victim, and often in some fairly difficult conditions.
The question only makes any sense at all if I assume you have no idea what a Surf Lifesaver is.

So they can swim to the victim and be able to rescue the victim without drowning himself.
