How to resize an image without losing quality?
So I'm trying to make an image smaller so I can fit it into a photo key chain. This means that I need to be able to specify dimensions, not just resize it proportionally. I tried to use Microsoft Paint, but I ended up with a horribly pixelated picture. The photo needs to be 2.125-2.1" x 1.5". Does anyone know of a [free] program or website with which I would be able to do this?

Print the same image on a machine with a smaller printer "dot" size because that's the only way to not lose quality. If you resize (shrink) the image digitally, you still have to print it out and it is at that step that you lose the visual quality.

Reducing an image without "losing quality" is tricky and generally requires somewhat sophisticated software.
However, a good way to achieve the results you're looking for is to first run the image through a sharpening pass before you reduce the image. You may have to perform the process several times before you get an acceptable result though.
You should probably acquire a trial license for Photoshop and use that software. Photoshop has some pretty good tools for just such things. It has several types of sharpening tools and several settings for changing the size of an image.

it is an old program but it is still the best resizer you can get.
try it and see,
it is completely free.
you will need to reduce it proportionately,
to get as close as possible to the size you require,
then crop it using paint or some other image editor.
if you change the proportions it will end up looking strange.

Long and short answer is that you can not resize a picture without loosing quality. Any time you reduce the size of a picture you remove pixels from it. The program then has to decide how to replace the missing lines of information. It does that by averaging the information around the line, and replacing the missing line(s) with the average information. That is what pixelates the image. There is no way to reduce (or enlarge) a picture without lose of clarity.
