Because a lip-STICK usually comes in a stick like shape where you can screw up or down when you want to put some on

For the same reason a driveway is something you park on.

Its like foundation... what is foundation? a layer ... just like lipstick... what is lipstick? a stick of colour you apply to your lips.

It's not stick as in "sticky, tacky glue". It's stick as as rod or length of color (a stick of wood, a stick of bread..)

Look up the noun "stick" (not the verb) if you don't know what a stick is.
