Why do people especially Americans always assume both of his parents are Black people, when he's Biracial, and mixed-race?

Why do Americans always assume his parents are Black people or people of African history, when he's mixed-race and biracial not black? and why do Americans just stare at him whenever i state he;s not black he's mixed-race?

Update: Also He's from Russian and his ethnicity is Papua New Guinean and White(Russian)

    He looks Black, and maybe with a hint of Aborginal Australian. Ugly either way.

    Who are you talking about? I assume they are looking at the man and he looks black. Do people actually comment on what his parents' background is because that's just odd.
