The roots of Okinawan karate come from China. In fact, the word 'kara-te' means "China hand." Later, the word 'ken-po' "fist law" was used in Japan to describe the karate that the Japanese culturally expropriated from Okinawa.

Okinawa "karate" existed long before Funakoshi was born.
Yes, Okinawan martial art heavily influenced the development of what is today called "karate". But Okinawan martial art is developed from Chinese martial arts (particularly White Crane) - the ancient Okinawan kingdom (before they were invaded and annexed by the Japanese) were in close contact with China through trade.
However, the Japanese also had contact with China so knew something about the Chinese system including the Shaolin styles because the Shaolin order is a Buddhist order and Buddhism was a religion imported from China to Japan.
There were also Japanese who traveled to and studied at Shaolin as well as some of the Shaolin monks were invited to Japan to lecture mainly on Buddhism, but other subjects were also taught: medicine, arts, martial art, etc.
What happened was that the Okinawans learned from the Chinese and developed from it Okinawan karate. The Japanese in turn learned from both Okinawan and China, then took that knowledge to developed what is Japanese karate today.
And if you want to be even more technical and go further back, according to the popular Chinese beliefs, the Shaolin monks were taught by Damo (Bodhidharma) the rudimentary physical training which became the bases of Chinese martial art at Shaolin. And he was from India.

Okinawa, because it's from Okinawa. Karate was being practiced (although under different names) in Okinawa before Funakoshi, Mabuni, etc. made their way to Japan.
