No. Rooting doesn't let you (at least that I'm aware) change the IMEI of a phone.
As a matter of fact, it's a federal offense to do so. It's like changing your identity.

You can't change the IMEI.
Rooting a phone as well as changing the ROM has nothing to do with unlocking.

You cannot change the IMEI on most devices, it's written into the hardware during manufacturing in such a way that it cannot be changed!
