how does the Internet know where I am even when my location service is off?

    Because of your computers IP address. If you are connected to internet your Internet Service Provider provides IP configuration for your computer. From this public IP address your location can be determined. There are several tools that provides IP trace.

    it knows where the router is. and it also knows where you were last time you switched on, so if you have not moved to somewhere new then its just that its using the previous place which may be the same place

    your phone's FBI tracking GPS chip that you can not deactivate. AND your phone keeps screaming its location every 3 seconds as it pings every available cell tower.
