    That is not a good question. No way we can guess what you didn't write, so write more.....

    – Tell which Mac and its build year (1st was in 1984!!!!).

    – Tell if you refer to internal storage.

    – Tell if you have an external drive with the OS installed on it.

    A startup disk ("drive" or storage with the OS installed on it in bootable format) is needed to start the computer. If a recent Mac has no bootable system available to it, the only response will be a flashing "?" on the screen (on-off-on-off); for later Macs, the ? icon will alternate with a folder icon (folder-?-folder-?).

    You can't do anything with a computer that has no way to store it's operating system.

    You'd have to get a new storage method and probably buy a copy of the OS.

    No operating system, unless you have an ssd or boot from a live usb, or can a mac boot from a network?
