It means if they have not gone home like they should have done they are illegal and ICE has their fill details so an easy pick up and get rid of at their boarder of their own country

It means that the discretion formerly employed by ICE is no longer policy.
Anyone can get deported. There was no amnesty, as that would require Congressional action, there was merely an exercise of "prosecutorial discretion" by the executive branch. And, as everyone said when it happened via EO, it would have no binding impact on successive Presidents.
Now I am waiting for the inevitable lawsuits to come saying that the EO somehow created some sort of liberty interest which can only be removed by an act of Congress.
It didn't.
