B/c when I was little, little girls used to do that not sure bout boys but they might've done so as well, not positive but its a probability though. Is that type of sock fashion more for girls/women, or boy/men or for both sexes/genders. What is the proper term for that?

I don't remember that being in style in the 90s. Thank god it ended though. Ugh that's hideous.
