Don't worry about an eagle. Worry if the bird is a vulture, and it's joined by other vultures.

you are seeing a hawk, out hunting, they circle round and round.....keep watching, with super sonic speed, and vision to match, a hawk can target something rabbit size a mile away.....eagles also but hawks and falcons are far more common......buzzards are classic circlers but they are scavengers, they eat what is already dead.

one are you sure they are eagles and not crows or hawks, they are big birds and they do circle objects. That is so they can watch them. They don't scare very easily either. I wouldn't worry that much about them. They are just doing what they normally do. Most of the time if they go low it to see what you are. No harm, some people don't like this but they are not that harmful-you being a person who weighs more then it can carry away.
