2 HCl + Ba(OH)2 → BaCl2 + 2 H2O
(50.0 mL) x (0.456 M HCl) = 22.8 mmol HCl
(247.0 mL) x (0.0800 M Ba(OH)2) = 19.76 mmol Ba(OH)2
(22.8 millimoles of HCl would react completely with 22.8 x (1/2) = 11.4 millimoles of Ba(OH)2, but there is more Ba(OH)2 present than that, so Ba(OH)2 is in excess, and so OH{-} ions are also in excess.
((19.76 mmol Ba(OH)2 initially) - (11.4 mmol Ba(OH)2 reacted)) x (2 mol OH{-} / 1 mol Ba(OH)2) =
16.72 mmol OH{-}
Supposing additive volumes, and neglecting any OH{-} from the ionization of water:
(16.72 mmol OH{-}) / (50.0 mL + 247.0 mL) = 0.0563 mol/L OH{-} ions
