The book started with had a class of students. After they graduated they pulled their job assignment out of a hat (I think). The main character wanted to be a messenger but instead she got some kind of engineering job. That meant she would be underground for it most of the time. She wanted the freedom of being a messenger.
Suddenly, another kid in her class swapped her his messenger job for the engineer job.
The messengers wore red cloaks.
There was a problem with the city, sometimes the lights in parts would go out. That s why the boy wanted to be an engineer, so he could find it and try to fix it.
Though no-else believed there was a problem.

The City of Ember by Jeanne DuPrau. It's the first in a series. It was also made into a movie, which wasn't very good.
