Tickets are purchased through Statue Cruises:

The boat takes you from Battery Park to Liberty Island. Then you have to get on a boat to Ellis Island (and you can stay on the boat if you don't wish to visit Ellis Island); the boats go from Ellis Island back to Battery Park. It's basically a loop between the 3 stops. There is also an option to go from Liberty State Park in NJ as well; those boats also stop at both Ellis Island and Liberty Island.
The price depends on which options you want. You can choose only to access the islands ($18.50 per adult, $9.00 per child), or you can choose options that allow you to visit the crown of the Statue. The latter tickets cost $3 more. Crown tickets are usually sold out months ahead. Tickets to the pedestal/base are the same price as regular access tickets and are usually more readily available.
The ferries run regularly all day. There are schedules on the website. How long the trip is depends on how long you want to stay in each place. The trips to each island are pretty short - about 10 minutes or so, give or take a little.

Ferry service to Liberty & Ellis Islands is provided only by Statue Cruises. Statue Cruises is the only provider authorized by the National Park Service to take visitors to Liberty and Ellis Islands.
