CS includes both hardware and software. Software Development is just software. My son in law has a masters in CS and at age 34 is making a 6 figure salary.

These are just labels, they tell you nothing. You need to look carefully at the required and elective courses for each.
A good CS degree will focus on theory and design. It will require you to take classes in subjects like Assembler and Relational Databases.
A rubbish degree will simply teach you how to programme in Java. Your skill set will be dated before you even graduate and you will become a code jockey competing with the great unwashed of Bangalore.
