Bad Disk or bad CD player. Try different disks in the player.

If it is a desktop the CD/DVD player can be swapped out fairly easily and the units are cheap and used ones are all over the place.

Make sure what type of connector you need IDE or SATA and get that kind of CD/DVD.

If it is an HP laptop sometimes the drive can be slipped out of the case and replaced without too much trouble. Sometimes there are screws to remove, some may be hidden. These CD/DVD drives are not as common used but new ones are available on line.

There's a couple of reasons this can happen is the disk all scratched up is there another CD stuck in the CD player have you tried cleaning the CD lens with the tip of a Q-tip dipped in pure alcohol after these three things you still can't get your CD to play don't stress go on eBay and get a new CD player for $20 they're very easy to change out
