The nearest you have in the USA is the smaller towns of New England.

You can build copies of quaint English towns in the US, they will never become English towns and as copies they will likely miss something that makes them real quaint.
If you want English weather, the West coast like the Seattle area, is the better option.
But whatever you do, they will be US American towns, not English as they are in the US.

there are quite a few northern English towns that will be up for sale soon Scunthorpe is a prominent name cropping up lately it would be fine in America it has no class
