Get a spare 30 gal barrel or an old rusty 25 gallon propane tank to modify into a oil burning garage heater, you'll need a bit of know how and an air inducer blower. They no longer sell pre-manufactured units due to the modern EPA regs but you can easily find a plethora of DIY videos on how to home brew make one to heat your garage when you need winter mechanical repair shelter comfort. They burn 1 to 2 quarts of used oil per hour. A 3 inch discharge bathroom exhaust fan works great as an air inducer blower.

    Burn it. Problem solved.

It can also be used to keep the dust down on dirt roads, but where's the fun in that.

See if anybody near you makes biodiesel. They might be able to use it.

Theirs lots of used oil pick up businesses, look them up in your area, they will pay you for it and come pick it up.

I see them at quick oil change places and at restaurants. If nothing else, stop by one of those places and ask them who picks up their oil.

Try calling your township employees. My township people directed me to an auto body and mechanic shop that took the oil.
