If it's a private vessel (not-for-hire, no paying passengers), all you need is a pair of Sperry Topsiders and a funny hat.

At the very least you need a captains license. If you are carrying 6 passengers or less then you need a "six pack" license. More than that you need an advanced license. These are issued by the Coast Guard.
