No Windows 10 is not slower than Windows 8 but I can tell you what you did what you did was spray paint a muddy car when you upgraded before you upgraded did you virus clean your computer did you remove all malware did you defragment before you upgraded if you did not use spray paint in a muddy car and now you have a system that is snail slow.
Download with the Windows media installation tool a fresh copy of Windows 10 that matches the copy of Windows 10 that's on your computer right now wipe out the mess that you have reinstall Windows 10 and I can promise you will be much happier with what you get then what you have now

W-10 is faster than W-8, so your computer's hardware might not be set up for W-10.
