Do this person's views represent his country or his own ?

Yesterday I posted this question in the society and culture section, but I got an answer that was

more about religion than about the society that I’m asking about. So I decided to ask here.

A while ago, I found a video on Youtube of a Japanese person, who I think is a teacher, stating that

Japanese people don't hate Muslims but they are scared of them because of what the Japanese

media is saying about them and that Japanese people don't know anything about Muslims and

that when and that when people from that religious group they will not have special treatment and

they must follow the rules and that if they don't like what they have in terms of food and drinks then

they shouldn't come to Japan and if they come to Japan they may face some prejudice people towards

Muslims.

Does this person speak on behalf Japan or on behalf of himself ?

I'm asking this because I find this topic an interesting topic as I like to know and understand other culture.

    As an American, the Japanese people are unique in that they are one race, basically, living on one (a group) of islands. They really don't have a national, or a prominent religion but are more spiritual. With just .01 percent of the population of Muslims living there I don't think they have anything to be concerned about. I would guess that that .01 percent only want to be away from the Middle East and that's why they live in Japan.

    The way that Japan controls it's immigration, as well as foreign businesses from all countries, I don't think they will ever let one group grow large enough to threaten it's culture or economy.
