yes you can. you may need to press F12 at boot to get the boot devices list and choose USB, but only after you create a bootable usb. see websites like RMPREPUSB or UNETBOOTIN

You can make a Windows 10 media installation USB with the Windows 10 media installation tool that's free off of Microsoft then you put it into the computer that you want to load it on turn it off then turn the computer back on and push F12 to reach the boot menu from the boot menu you select the USB stick and push enter if you're going to do this make sure you have a license to install Windows 10 or you're just wasting your time

Download Ubuntu onto the thumbdrive, then go into the computer's bios and tell it to load that drive first and oot up your computer that way.

Sure. Get a program called Rufus and use it to make a bootable memory stick from any bootable ISO image. You can download a copy of the Windows 10 ISO and use it with Rufus to reinstall Windows 10 clean. Make sure to download your drivers for your notebook and put them on another memory stick.

Yes, IF your computer's BIOS allows this. Some older computers don't allow you to boot from USB. You'll need to go into your computer's BIOS and then change the boot order so it will check for a USB device first. Otherwise it'll continue to check the hard drive first and boot from that.
Use Google to find out how to create a bootable USB memory stick.
