Perhaps he is copying Europe and doesn't know why? The EU already has such Tariff in place. A direct action too, worth some research for you.
And what is to be said of China's tariffs? Is it decimating their economy by placing their tariffs on their imports?

China has more than 40% import taxes imposed on US goods. This has been reported to the Congress for years. China has also manipulated the Yuan. There is no free and fair trade with China. Trump has to do somethings.
