Has my phone number been blocked by my friend?

I tried calling him, today and it says:

"We're sorry. The number you have dialed has calling restrictions that have prevented the completion of your call"

I don't see him very often anymore since I don't have a car, and I would have to walk to his place, in the cold. Months ago, he said he would have to delete my number since he claimed his "boothang" was crushing on me(she wasn't) over text. It seemed like a joke. Several times when me and his crush was talking, he claimed we were flirting, but he didn't seemed serious, and I very much assured that I wasn't, since I knew he liked this girl. So, there's a motive if he wanted to block me

, but DOES that message mean that I'm blocked?
