It is called a blue moon because it was the second full moon in the month and the 4th full Moon in three months.January 1 and January 31 were full moons The Reason the Moon was brown or red brown was there was total lunar eclipse in the early morning before dawn in the Utited States.. The reason for the red brown color is sunlight bing refracted by Earth's atmosphere while the Moon is going through Earth's shadow, the umbra par of of Earth's shadow.
The ONLY time a Moon is literally blue on earth is when there is enough sand in the air to scatter mainly blue light. because of massive e sand storms in the area.. usually in the middle East.

Meanwhile, the month of February 2018 has no full moon at all...."

"...BLUE MOON OVER IRAN: A severe dust storm so large that it is visible from space is blowing across Iran. Other theories hold that almanacs started out printing the various types of moons in different colors, it was not really blue because it was illussion
