Nothing worse than trying too navigate an unfamiliar city by car. Not to mention that parking will probably a pain in the butt. With taxes and insurance, you'll pay at least $150 for a rental. Overall taking Uber would definitely be the best choice.

It is going to depend on the size of the city and the locations where you are traveling. It also will depend on the number of trips that you will be making between locations and the cost and availability of parking in that city.

If you are making multiple stops and parking is available, it will likely be less expensive to drive a rental but if you are only making one or two trips, an uber (or a taxi) may be a less expensive option.

Download the "Here" app for your smartphone. It is a GPS navigational app that can be used without an internet connection, and gives not only driving directions but public transit and walking options.

Depends on what city and how many trips you're planning. Often walking or public transit supplemented by Uber is a good plan.

Define "too much"--nobody here knows what you mean by that. Will it cost more than a rental car? Maybe. Even probably. But since you don't give us any idea of how far or how often you'll have to travel, who can say?
