a boy is on the outer edge of a merry-go-round that is spinning frictionlessly. He walks to the inner edge. Does the angular velocity of the system increase or decrease, why?

The angular momentum is conserved when no external torques are applied, and because the boy walking in the system is an internal action there is no torque on the system. But because the boy moving inward reduces the moment of inertia of the system the angular velocity has to increase in order to keep the angular momentum constant.
