My apt has flooded again and my apt manager is obviously not trying to fix?

So my apt has flooded once again!! This is the second time in one month, but the fifth time since i have been living here. I moved in my apt Aug 2017. I have experienced numerous of water leaks and flooding due to rain because the foundation of my apt building is bad. Also, my neighbors' apt floods also. The apt manager keeps promising to get it fixed. She just always replaces the carpet & padding. I dont understand why she keeps replacing the carpet if the problem is not fixed. A contractor came on march 1st And told me he would be back to fix it the next but never returned and hes the same one who told me that the only way to fix this issue is to move everybody out and rebuild. He never returned so my apt manager just replaced my carpet and padding. Its about to be april and today i woke up to gt ready for work and my apt has flooded once again. So i called to see if maybe they had another unit she says i need to be patient that it will be fixed when it dries up. That's the same thing she told me last month when it happened as well as the previous times it happened. Im sick and tired. I pay all of my rent on time and i have been patient long enough. I feel like they are just telling me that to keep getting my money. Also there was alot of mildew and mold om my walls that they just painted over(never got rid of it) and now its coming back. but i was thinking of letting them evict me so i can go to court And let the judge know what they are doing? I am not trying to get compensated i just want to get out of that apt without eviction on my record. I dis not know thw apt had this issue or i wouldve never signed the lease or gave them any money. My lease is up aug 2018 and i do not want an eviction or broken lease on my credit and i feel like they are taking advantage of that. Who else can i report them to?

    I would be sending certified letters, include what the contractor told you about the issue...

    That's the only basis you will have for breaking the lease, so be sure to have your documentation lined up succinctly.

    the manager is just 'patching' because the owner does not really want to, probably can't afford to demolish the building and rebuild

    replacing the carpet every time is expensive and they don't realize how much they are losing by neglecting to fix this

    You don't want an eviction on your record! It sounds like he making an attempt to correct the issues. In most states if there is a breach of the lease the offending party must be notified in writing and given a reasonable time to correct it. If he doesn't then you must take him to court for a breach of the lease. Google "landlord tenant laws" and your state's name for details.

    How do you plan to live there if they do rebuild? You would have to move out in order for them to rebuilt. Regardless, if you fail to pay your rent due, you will be evicted. The judge will understand the landlord's problem. If it can be repaired, which it probably can, it will have to be good and dry and with a stretch of dry time for repair/rebuilding the foundation. It seems to me that the best time for that would not be now. March would be a terrible time for that, anywhere in the country. July or August would be the best time. You talk as though the landlord deliberately built it like that just to frustrate you. You have to decide what you want to do about the problem. Getting evicted is not a good option. If you want out of your lease, ask the landlord. Discuss the problem with him and ask to be let out of the lease.
