In terms of performance, I gather the two are more or less on par with each other; also both have a vertical pump handle and fire darts both via the trigger and through slamfire, so there are similarities there as well.
Where they differ is that the SurgeFire uses a 15-dart cylinder, while the Rampage has a 25-dart clip/magazine/drum and is compatible with other N-Strike magazines. Which blaster comes out on top depends on the parameters of play--the SurgeFire is limited in its capacity, but reloading darts into the cylinder is easier than reloading a magazine or drum; but if you have multiple preloaded mags on you, the Rampage has a clear advantage (not to mention a larger initial stock capacity). With a loaded magazine/drum, the Rampage might feel a little out of balance since the magazine loads on the left side of the blaster, but it also has a stock attachment point; if you put a stock on it, shooting it may be more comfortable and controllable than shooting with a SurgeFire, which has no stock attachment point and basically is fired from the hip.
In terms of availability, the SurgeFire is part of the current line up and costs below $25; the Rampage has been discontinued for a while, but can be found new at $35 or so online. The Rampage being an older, more established model also means that there are a number of readily available performance upgrades out there if you're the modding type.
So while overall the two are very similar, if I had to go with one I'd have to go with the Rampage--larger capacity, the ability to use N-Strike magazines for quick reloading, and the ability to add a stock for shooting from the shoulder.
