One of my friends has been collecting scrap metal for Fifteen years ( His back yard looks like a scrapyard) and whilst looking through it all we found all of the parts for the frame car. We just need to buy wheels, an engine headlights..etc.

The word is 'legal', and yes, you can build your own car - but there is a process to register it and make it legal to drive on the street:

You used the word "Whilst" . I do not automatically assume every post on here originates from the US.

Regulations vary from nation to nation, and in the US, state to state even. I've worked in countries where if you can make it move, (and not necessarily stop), you can drive it. The Western nations would certainly be more process oriented.

In the US, You can build a vehicle from scratch, but that is becoming much less popular as it would be considered being the model year in which you built it, and thus have to meet every emission and safety requirement that is current. A daunting task. Normally, people will start with an older chassis, and build from there, where it would be grandfathered to the vintage of the vehicle identification number.

Any substantially modified or salvage titled vehicle must be taken to a DMV or RMV site, to verify that it is roadworthy, from a operational POV, brakes, minimum lighting, etc. and the necessary emissions compliance for the model year it is being registered under.

Most Western countries have voluminous regulations concerning, lighting, emissions, crash worthiness, handling, braking, wipers and passenger safety issues. They drive the original engineering of vehicles which are fit to be sold and registered in their land.

Best of luck, post a photo of the finished product.

    Over the decades I have assembled 3 x 1923 T-Bucket hot rods.

All have passed inspection at the time and been licenced for the road.

And if I get my gear together I have a FACTORY 5 - 818 kit sitting outside in crates waiting for building. Been sitting there for over a year. When it's together it WILL be street legal also.

No, but it MAY be LEGAL. Check your spell checker. Apparently it's not working too well.

It is not illegal, but complicated. You will have to get a salvage title by getting it inspected. Check with the DMV before you put too much money and effort to find out how to go about this.

It's not illegal to build one. To operate it on public roads though, it does have to pass certain tests
